Chip Kelly could have been in Cleveland instead of Philadelphia , but his inability to commit caused the Browns to blink. Browns CEO Joe Banner didn’t feel comfortable enough to go ahead and offer Chip Kelly the head coaching position. Banner felt Kelly was a risk to change his mind and throw off the Browns search, as he had done to Tampa Bay a year earlier. Combined with the fact Kelly had never coached in the NFL, and his unconventional offense, there were too many question marks. Banner and the Philadelphia Eagles front office were both competing for Kelly’s services, and accusations of bad mouthing were leaked to the media. Eagles owner Jeffrey Lurie accused Banner of trashing Philadelphia GM Howie Roseman. The article doesn't actually have any quotes saying that the Eagle's weren't Chip Kelly's first choice. And I believe after listening to his press conference that the Eagles really were his first choice - because he wants to win, and the Eagles are probably the closest team to "being ready to win" of the teams that needed a new coach.
And on top of that, the Browns have a history of losing and problems in their upper management, while the Eagles are like the complete opposite of that.
I am an Eagles girl though, so... :)
