The Rams are dealing with multiple injuries at the position, with starter Sam Bradford sitting out last week's game against San Francisco due to an ankle injury.
Backup A.J. Feeley started against the 49ers but sustained a small fracture in his thumb.
If neither quarterback is unable to play in Monday night's game against Seattle, Tom Brandstater will make his first career start.
Clemens was signed by the Texans last week. He could serve as a backup to Brandstater.
