Howard Balzer of ESPN Radio in St. Louis reports Thursday via Twitter that Pittsburgh Steelers restricted free agent guard Ramon Foster has signed his one year restricted tender offer. Foster was one of six Steelers restricted free agents that were tendered one year contracts prior to the start of free agency. Foster was tendered at the lowest right of first refusal level of $1.26 million.
