Butler has been on the physically unable to perform list since breaking his leg in December. Tuesday is the deadline for players on the PUP list to be activated. The 2009 third-round pick out Penn State had 36 catches for 385 yards last season before suffering his injury against the San Francisco 49ers on Dec. 12. Butler has been practicing for three weeks, O’Neill reported. His addition to the 53-man roster means another move will be made Tuesday to make room.
