The Baltimore Ravens didn't apply a restricted free agent tender to reserve linebacker and special-teams contributor Prescott Burgess, according to a league source with knowledge of the situation. Burgess is expected to become an unrestricted free agent once the new collective bargaining agreement is negotiated. He could still return as a free agent, but that would have to be negotiated and there have been no talks at this time. Still, that wasn't the case for several other Ravens players who could become unrestricted free agents who were given restricted tenders. Burgess led the Ravens with 15 special-teams tackles last season, emerging as a valuable player in kick coverage.
