Safety Danieal Manning is among four restricted free agents to receive a contract tender from the Bears. The team has also tendered one-year offers to two exclusive free agents: running back Kahlil Bell and offensive lineman Edwin Williams. With no salary cap in place last year, NFL players needed six accrued seasons to become an unrestricted free agent. Previously under the salary cap system, only four accrued seasons were required to earn that designation.
