Amid the celebration of the retirement of Marvel Smith, Joey Porter, Aaron Smith and Willie Parker, the Steelers announced they released CB Terry Carter and signed his former Louisiana Tech teammate, Josh Victorian. Carter had a hamstring injury and was waived/injured, meaning, the Steelers owe him an injury settlement if another team does not pick him up. Victorian was an undrafted free agent in 2010, signing with Baltimore. From there he spent time on New England's practice squad, and was signed to a future's contract by New Orleans in January, 2012. He hasn't played a game in the NFL as of yet.
