The All-Pro will not play Sunday against the Cincinnati Bengals after missing practice all week.
Fellow linebacker James Farrior is probable to return for the matchup after missing the last two games with a calf injury. Farrior was able to practice for three straight days this week.
Safety Troy Polamalu and linebacker James Harrison are both probable to play as well despite various injuries.
Woodley has 36 tackles and nine sacks on the season.
