Former St. Louis Rams receiver Steve Smith has signed a one-year deal with Tampa Bay, according to Ian Rapoport of the NFL Network.Fantasy Spin:Due to injuries, Smith hasn't been relevant for fantasy owners since 2009 when he caught 107 balls for 1,220 yards and seven TDs for the Giants. He'll be behind Vincent Jackson, Mike Williams and Kevin Ogletree in Tampa, so barring injury, his fantasy value is minimal.
