Texans defensive lineman Antonio Smith drew a $21,000 fine for his kick of Dolphins guard Richie Incognito.

But he is angry that Incognito wasn't fined for what he says instigated the incident, according to NFL.com.

"I'm definitely upset he wasn't punished . . . All I tried to do was to get him off me on that particlar play," he told John McClain of the Houston Chronicle.

Incognito has long had a reputation for living on the outskirts of what is within the rules and what is good sportsmanship, but it appears as if he has skated free on this one, leaving Smith holding the bag, if what Smith claims is true.
