Quarterback Michael Vick is officially inactive for Sunday's game with the concussion he suffered last week, and rookie Nick Foles will start for the Philadelphia Eagles. Foles will face a Washington Redskins secondary that will have safety Brandon Meriweather for the first time this season. Meriweather, who has been recovering from a knee injury, is expected to start in place of Reed Doughty. Wide receiver Pierre Garcon (foot) is also active for the Redskins. Wide receiver Jason Avant is inactive for the Eagles.
