Canes general manager Jim Rutherford admitted it was a tough decision. Center Brandon Sutter did play well in training camp, did do all that was asked of him.
But here's what Rutherford said today about the decision to send Sutter to Albany (AHL) to begin the season:

Forward Brandon Sutter and defenseman Jamie McBain have been assigned to the Albany River Rats of the AHL, the Canes announced Sunday, reducing the roster to 23.
The decision to send down Sutter and McBain should indicate that the Canes plan to keep Tim Conboy and Jay Harrison on the regular-season roster. Forward Michael Ryan has been sidelined with a concussion suffered Monday...

Canes general manager Jim Rutherford has said defenseman Anton Babchuk doesn't seem to understand the NHL's free agency system.
Apparently not. Babchuk has signed a one-year contract for $1.5 million with Avangard Omsk of the KHL according to a media report out of Russia. Word has it Babchuk, a restricted free agent with no arbitration rights, was offered the same deal by the Canes...

Former Canes winger Ryan Bayda has signed a one-year, two-way contract with the Pittsburgh Penguins, according to various news reports.
Bayda was invited to the Pens' training camp on a tryout. He was offered a two-way contract by the Canes after last season.
