For days, the Penguins made it clear they thought winger James Neal should be an All-Star. It nearly happened at the last minute. Neal was named a replacement Wednesday for suspended Washington star Alex Ovechkin, who opted out of the weekend festivities in Ottawa. The first event is a player draft to choose teams tonight.
