The Japan midfielder leaves Eintracht Frankfurt as a free agent after coming off contract.
Kamada has signed a two-year contract with the Romans.
The move is now waiting to be rubberstamped via a work permit and red-tape.
Kamada's move to Lazio was helped along by mutual sponsors Mizuno.
