The Silver Stars never trailed after Becky Hammon drew a foul from Courtney Paris and hit a pair of three throws for an 81-79 lead with 1:53 left in the game.
Hammon, who scored 17 points and had six assists, hit a 3-pointer midway through the second quarter for a nine-point lead, the Silver Stars' biggest of the game.
Paris had 11 rebounds for the Dream.
Perkins began San Antonio's comeback with a 3-pointer from the left arc that cut the Dream's lead to 78-74.
