The Pats lead the way despite Tom Brady's pending four-game suspension for Deflategate and the team's lack of a first-round pick as penalty. New England has had a relatively quiet offseason but did add Chris Long, Terrance Knighton and Chris Hogan, among others.

Vegas likes the Seahawks in the NFC despite falling to Carolina last year. The team is hoping to have Thomas Rawls and Jimmy Graham back from injury to start the season, and Russell Wilson couldn't have finished the regular season any hotter.

Pittsburgh Steelers: 10/1

Perhaps the Steelers could have been the AFC representatives in Super Bowl 50 if Antonio Brown didn't suffer a concussion against the Bengals on a dirty Vontaze Burfict hit. Ben Roethlisberger still leads one of the top offenses in the game, but they'll be without Martavis Bryant for the year after he was suspended.

Green Bay Packers: 11/1

Aaron Rodgers is set to get Jordy Nelson back after he missed 2015 with a torn ACL. Nelson's return couldn't come soon enough after Rodgers struggled late last season. The Packers also added former Rams tight end Jared Cook.

The defending Super Bowl champs head into the season with Mark Sanchez at quarterback and first-round pick Paxton Lynch waiting in the wings. The Broncos also lost Malik Jackson and Danny Trevathan on defense.

Carolina Panthers: 13/1

Cam Newton's Panthers fell short in Super Bowl 50 despite being favored, and their defense took a big hit when they lost star cornerback Josh Norman this offseason. They'll try to offset the loss with the return of wide receiver Kelvin Benjamin following ACL surgery.

Cincinnati Bengals: 16/1

Can the Bengals get over the hump and win a playoff game? They've been ousted in the AFC Wild Card Game in five straight years and six of the last seven. Coach Marvin Lewis could need to win a playoff game to keep his job this year, and he lost offensive coordinator Hue Jackson.

Arizona Cardinals: 18/1

Carson Palmer really struggled in the playoffs last year, and the Cardinals could be without Tyrann Mathieu to start the year after his second major knee injury. The team did make waves by drafting defensive end Robert Nkemdiche in the first round despite off-field concerns.

Dallas Cowboys: 18/1

Jerry Jones and the Cowboys are apparently going all-in this season after drafting Ohio State star running back Ezekiel Elliott fourth overall. They hope the offense can lead them to the Super Bowl with the return of Tony Romo and Dez Bryant, along with a star-studded offensive line.

Minnnesota Vikings: 18/1

The Vikings are hoping quarterback Teddy Bridgewater takes a giant leap forward in his third season and added first-round pick Laquon Treadwell at wideout to help him. The team's window could be closing with Adrian Peterson now age 31.

Indianapolis Colts: 20/1

The Colts addressed their major offensive line issues in the first round by taking center Ryan Kelly. They hope Andrew Luck can lead them back to the playoffs after missing most of last season to injury, but the AFC South looks tougher on paper.

Kansas City Chiefs: 25/1

The Chiefs brought back most of their 2015 squad that went 11-5 and won the organization's first playoff game in 22 years. They get Jamaal Charles back from a torn ACL, but star linebacker Justin Houston will miss the start of the season with the same injury.

Baltimore Ravens: 30/1

Baltimore couldn't have had more injuries last season. Among the players returning are Joe Flacco, Justin Forsett, Steve Smith Sr., Breshad Perriman and Terrell Suggs. They also added Mike Wallace in the offseason, in what has the makings of a very solid offense.

New York Giants: 32/1

The Giants turned the page on the Tom Coughlin era, promoting offensive coordinator Ben McAdoo to head coach. The team's defense was awful last season, so the Giants addressed their issues by adding Janoris Jenkins, Damon Harrison, Olivier Vernon and first-round cornerback Eli Apple, among others. Eli Manning also has more weapons with the return of Victor Cruz from injury and second-round pick Sterling Shepard.

Oakland Raiders: 35/1

Oakland is improving quickly, with key offensive pieces in Derek Carr, Amari Cooper, Michael Crabtree and Latavius Murray leading the way. Khalil Mack is developing into one of the league's star pass rushers.

New York Jets: 40/1

The Jets' quarterback situation is in flux with Ryan Fitzpatrick waiting for a better offer. Otherwise, the team looks solid on paper, though New York did lose Chris Ivory and signed former Bears running back Matt Forte in his stead.

Houston Texans: 40/1

It was clear the Texans weren't going to go far with Brian Hoyer at quarterback, but is Brock Osweiler any better? Houston certainly hopes so after shelling out so much money to sign him. The Texans added help for him by signing running back Lamar Miller and drafting Will Fuller and Braxton Miller at wideout to help DeAndre Hopkins.

Buffalo Bills: 45/1

Buffalo has seen some turnover on defense after its 2015 squad was a complete disappointment under Rex Ryan. The Bills do like the direction their offense is headed with quarterback Tyrod Taylor emerging.

Chicago Bears: 50/1

Head coach John Fox has made fast progress, but the loss of offensive coordinator Adam Gase could be detrimental for Jay Cutler. The team hopes Jeremy Langford shows as much this year as he did in his rookie season after Matt Forte finally departed.

Washing Redskins: 50/1

One of the surprise teams in 2015, Washington isn't resting on its laurels. The team signed star cornerback Josh Norman during the offseason and added wide receive Josh Doctson in the first round of the draft to give Kirk Cousins some help.

Tampa Bay Buccaneers: 60/1

The Bucs surprised many people when they fired Lovie Smith after only two seasons, installing former offensive coordinator Dirk Koetter as head coach. The offense has a strong future with Jameis Winston, Mike Evans and Doug Martin, and the team addressed the defense significantly in the draft.

Miami Dolphins: 60/1

While Miami's addition of head coach Adam Gase was acclaimed this offseason, few of the other moves have been. The Dolphins allowed Lamar Miller, Rishard Matthews, Olivier Vernon, Brent Grimes and Derrick Shelby to walk in the offseason, and they made a volatile locker room even more so by adding Mario Williams and controversially drafting offensive tackle Laremy Tunsil. All will be forgotten if Gase can develop Ryan Tannehill.

Atlanta Falcons: 60/1

The Falcons started off last season 6-1 before losing six straight games and missing the playoffs. Quarterback Matt Ryan looked broken, but the team hopes adding Mohamed Sanu alongside Julio Jones will help him.

New Orleans Saints: 60/1

New Orleans' defense has consistently been one of the worst in recent seasons, but the Saints hope that will change after adding Nick Fairley, James Laurinaitis and first-round defensive tackle Sheldon Rankins. Drew Brees continues to produce while nearing age 40.

Los Angeles Rams: 60/1

The move to L.A. from St. Louis brings a new quarterback after the Rams traded up for Jared Goff. He joins star running back Todd Gurley and a very capable defense, but it remains to be seen if the Rams have the ability to compete with the Seahawks in the NFC West. Coach Jeff Fisher could be on the hot seat if the Rams don't compete for a playoff spot.

Philadelphia Eagles: 65/1

It's been an eventful offseason for the Eagles, replacing Chip Kelly with former Eagles quarterback and coach Doug Pederson, trading up to draft Carson Wentz, and now seeing Sam Bradford demand a trade. They also traded DeMarco Murray to Tennessee.

Detroit Lions: 70/1

The loss of Calvin Johnson to retirement is a hole that can't be filled, but the Lions hope the addition of Marvin Jones and improvement from tight end Eric Ebron can help. Matthew Stafford played some of the best football of his career during the second half of the season after Jim Bob Cooter was promoted to offensive coordinator.

Tennessee Titans: 75/1

The Titans seem headed in the right direction after getting a mint from the Rams for the No. 1 overall draft choice. They added DeMarco Murray to help young quarterback Marcus Mariota and later drafted offensive tackle Jack Conklin and Heisman Trophy winner Derrick Henry.

San Francisco 49ers: 80/1

Chip Kelly will try again after failing in Philadelphia. He has far less talent to work with in San Francisco and a major quarterback situation to work out after Colin Kaepernick struggled last season and was in trade rumors all offseason. The team also lacks receiving options after losing Anquan Boldin.

Jacksonville Jaguars: 85/1

Despite their terrible Super Bowl odds, the Jags are en vogue to improve this season after their significant defensive additions that include Malik Jackson, Tashaun Gipson, Prince Amukamara, draft picks Jalen Ramsey and Myles Jack, and the return of 2015 first-rounder Dante Fowler Jr. The offense is on the right track with Blake Bortles, Allen Robinson, Allen Hurns, T.J. Yeldon and new addition Chris Ivory.

San Diego Chargers: 100/1

The Chargers remain in San Diego for at least one more year, but head coach Mike McCoy is very much on the hot seat after going 4-12 last year. The team addressed its defense in the draft by taking Joey Bosa, adding to free agent signings Casey Hayward and Brandon Mebane. Quarterback Philip Rivers is still playing at a high level and will get Keenan Allen back from injury.

Cleveland Browns: 200/1

This is admittedly a rebuilding year for the Browns under new head coach Hue Jackson. The team traded back in the draft, and added talent at wideout with Brandon Coleman and on defense with Emmanuel Ogbah and Carl Nassib. Robert Griffin III will try to revitalize his career and hopes to get wide receiver Josh Gordon back from suspension eventually.
