Not many teams can cut payroll substantially and improve, but the Tigers have done so this offseason.  Jeremy Bonderman, Dontrelle Willis, and Nate Robertson all come off the books, freeing up a little more than $33 million, along with Magglio Ordonez taking an $8 million paycut.  That opened up some money for Dave Dombrowski to spend, and spend he did – shiny new contracts for Victor Martinez (4 years, $60 million), Magglio Ordonez (1 year, $10 million, an $8 million pay cut), Brad Penny (1, $3 million guaranteed with another $3 million in bonuses), and Jhonny Peralta (2 years, $11 million).  Other than V-Mart, these deals carry little risk and have some upside, and should represent a franchise trending upwards.
