The Chicago Cubs dealt Matt Garza already, so they would love to fill that void anyway they can.  Scott Baker could be an option, but he's not quite ready yet.  Baker is recovering from Tommy John surgery and has recently completed his third rehab start.  Unfortunately, he is not making the types of strides the club would like to see. Carrie Muskat of MLB.com says after Baker's third rehab start on Wednesday, the 31-year old righty hasn't should much improvement.  He gave up three runs in three innings of work.  Cubs' manager Dale Sveum was not impressed. "It was kind of like the other ones, not super sharp, not a lot coming out," Cubs manager Dale Sveum said Thursday. "He topped out at 88 [mph]. He's a little bit short right now." At some point, the Cubs may be forced to make a decision with Baker.  He is only able to be kept on a rehab assignment for 20 days.  If he does not show improvement with his next start, he may have to go back to the DL or activated at less than 100 percent.  It's a tough decision for a team that's looking to rebuild.  Baker is probably not one of the building blocks of this project.  He was supposed to be a solid player that paid off well after the Cubs took a gamble on him this past offseason.  That gamble has not worked out just yet. The Cubs signed Baker knowing he was coming off Tommy John surgery.  Baker did not pitch at all in 2012.  They expected him to be ready to go this year, but that has not been the case.  With the season winding down, Baker's $5.5 million contract this season may be a sunk cost.  The Cubs won't give up on him yet, but he will need to make progress soon.
