Many St. Louis Cardinals fans know about that date in early June when Major League Baseball holds its annual Rule 4 Draft where teams select players from colleges and high schools in the United States and Canada. Most Cardinals fans do not know about July 2nd, the date teams can start to sign international free agents. Why should Cardinals fans care about July 2nd? Do the names Oscar Taveras and Carlos Martinez ring a bell? We here at CardinalsFarm have them rated the #1 and #2 Cardinal prospects respectively. They are international free agents. The Cardinals signed Martinez in 2010 for an estimated $1.5 million out of the Dominican Republic. The Cardinals signed Taveras in 2008 for a modest $140,000 also out of the Dominican Republic. Starlin Rodriguez and Breyvic Valera are other Cardinals prospects who are making their way through the system.
