The New York Yankees announced Sunday that struggling starting pitcher Freddy Garcia has been sent to the bullpen.

Yankees manager Joe Girardi said it was possible right-hander David Phelps would move into the rotation.

"He's pitched well enough to say that if there is a guy you want to move up that you could do that," Girardi told the New York Times on Sunday.

Garcia has struggled this season as a starter. The right-hander is 0-2 with a 12.51 ERA. He has a career record of 145-96 with a 4.11 ERA.

On Saturday, Garcia allowed six earned runs in 1 2/3 innings. It was the second game in a row he had failed to make it through two innings. Girardi said Garcia has not had the velocity or the crispness in his pitches that was expected.

"If you pitch the way I pitch, yes," Garcia told reporters when asked if he expected the demotion. "I’m not surprised. You play here, they expect you to pitch good. It's not like you pitch somewhere else. We try to win here. We don't try to develop players."

Garcia said he did not know what his role would be in the bullpen. He said he expected it to be in long relief.

Also, the Yankees recalled pitcher D.J. Mitchell. optioned Cody Eppley to Triple A Scranton/Wilkes-Barre. Mitchell was 3-1 with a 3.13 ERA in four Triple A starts.
