The Brazilian commission who allowed Vitor Belfort to fight while on TRT defended their decision.  The commission admitted that it modeled itself off the Nevada State Athletic Commission but it does not follow it exactly.  This is important because the NSAC director Keith Kizer has said that Vitor would most likely be denied a TRT exemption due to a failed drug test for steroids in his past.  Here is what the Brazilian Commission had to say. I can’t say what was the cause of his hypogonadism, what happened and what didn’t, because we don’t know that. And there are several possible causes for this condition. First because, as I said, we can’t determine the cause of the disease. By saying this, you would be affirming that this was the cause of Vitor’s condition. The athlete who gets caught using steroids will be punished and suspended, as happened to him and others. So it was not and would not be unpunished, in all cases.
