The "Seattle Post-Intelligencer" reported Monday that former Seattle SuperSonics point guard Gary Payton believes that the NBA will have a team back in the "Emerald City" by 2011. Payton also said that he had no desire for the Oklahoma City Thunder to retire his uniform number.
