Bills running back Fred Jackson is active for Sunday's game at Indianapolis.
Jackson passed a concussion test earlier this week and coach Chan Gailey said then that Jackson would play.
Before kickoff, team officials said C.J. Spiller would get the start in place of Jackson.
Indianapolis will play again without tight end Coby Fleener and cornerback Vontae Davis, each missing their fourth straight games with injuries.
Also inactive for the Colts are nose tackle Josh Chapman, defensive end Clifton Geathers, linebacker Mario Harvey, offensive tackle Tony Hills and tight end Dominique Jones.
Buffalo deactivated defensive end Mark Anderson, cornerback Crezdon Butler, receiver Marcus Easley, quarterback Tarvaris Jackson, linebacker Kirk Morrison, offensive tackle Thomas Welch and cornerback Aaron Williams.
