The NFL fined Detroit Lions linebacker Stephen Tulloch $15,000 for a horse collar tackle on Oakland Raiders fullback Marcel Reece. Tulloch's fine matched that of Lions defensive end Cliff Avril, who also used a horse collar tackle on quarterback Carson Palmer in Sunday's game. Last week, Tulloch was fined $10,000 for a late hit on Minnesota Vikings rookie quarterback Christian Ponder.
