When it did, players such as the Chicago Bears Henry Melton  were given the designation.

Bears now in a salary cap bind

By placing the franchise tag on Henry Melton, the Bears are now pressed up against the salary cap, meaning Phil Emery and Cliff Stein have to get creative in finding ways to clear up cap space.
