Jacksonville Jaguars wide receiver Cecil Shorts was a full practice participant Wednesday after having missed his last two games due to a lingering concussion. Shorts did not play in Week 14 and was a bit of a surprise in his return in Week 15. He caught six passes for 101 yards Sunday against Miami, his fourth game with at least 100 receiving yards.
