Is Omar Vizquel a Hall of Famer?

A recent debate popped up amongst some of my colleagues over at the paper, and it seemed as though I were in the minority when it came to the notion that Omar Vizquel belongs in the Hall of Fame. Following in a strong tradition of Venezuelan shortstops that includes Luis Aparcio and Dave Concepcion, Vizquel debuted  as a slick-fielding shortstop for the Seattle Mariners in 1989, before eventually finding himself in an Indians uniform, where he made his name and helped revitalize a franchise.
