Yes, the Phillies can "use" Durbin. He is reliable and consistant, however, he is no Lee and he should not get a swell head over his accomplishments. As yet, he has not been signed, which should tell him something. A two-year contact for 2.5 mil is plenty with an option for 3rd year at 2 mil. Just look at the "cut" Romero got and he is thrilled to be back to a world series contender. Rather have Drubin than Baez.
He was an unknown, you know. Chad Durbin was often confused with J.D. Durbin, although the two are not related as humans or as pitchers. The latter Durbin flamed out while the former changed roles in 2008, moving from starter to reliever. It was a wise decision.
