WASHINGTON, D.C. – Stephen McGee will be the No. 2 quarterback behind Tony Romo today after the Cowboys downgraded Jon Kitna from doubtful to out Saturday. The 39-year-old Kitna, who has a back injury, did not travel with the team to Washington. McGee has been active for three of Dallas’ nine games this season but hasn’t taken any snaps. The Texas A&M product played in two games last year with one start, a 14-13 win over Philadelphia in the season finale. The club also decided against promoting fullback Shaun Chapas from the practice squad, which means tight end John Phillips will serve as a backfield blocker. Fullback Tony Fiammetta is out with an illness.
