Erie County Executive Mark Poloncarz says progress is being made with the Buffalo Bills in negotiating a new lease at Ralph Wilson Stadium and the $200 million price tag for renovations that comes with it.
Poloncarz said by phone Friday that talks are heading in the right direction and he hopes a framework of a deal can be reached by the end of next month.
The first step would be reaching what he called ''a memorandum of understanding.'' The next step would involve lawyers hammering out an actual lease to be signed before the Bills current deal expires in July 2013.
The lease talks, combined with plans to upgrade the 40-year-old stadium, are regarded as being key in securing the small-market franchise's long-term future in Buffalo.
