The designation is retro active to his last start which was on April 16th. Chad’s elbow has been giving him trouble for quite some time and had been rumored to be considering Tommy John Surgery. If he does elect for surgery, his year is over. Fantasy Ramifications: Anybody that took a chance on Billingsley might want to consider dumping him.
